ثُمَّ قَالَ ائِذْنْ لِعَشَرَةٍ فَأَذِنَ لَهُمْ،
Then he said, "Allow ten," and he permitted them.
ائْذَنْ — allow. A command-form verb 'allow / give leave', the bare instruction to admit people. The command shape strips it to its shortest form; it governs the 'for ten' phrase that says whom.
