وَكُلُّ قَوْمِهَا كَانَ حَرِيصًا عَلَى نِكَاحِهَا لَوْ قَدِرَ عَلَى ذَلِكَ،
And each of her people would have been eager to marry her if he had been able to do so.
وَكُلُّ — And each. The connector wa- ('and') fused to a quantifier ('each/every'). The wa- opens this new statement, and the quantifier heads an 'of' pairing with the next word ('each OF her people'), so it gives up its own 'the' and draws definiteness from what follows.
