The angry person is like the drunk person, not accountable for what he says.
ٱلْغَضْبَانُ — the angry person. The subject of a verbless equating sentence, 'the angry one', its 'the' marking a known type. With no verb 'to be' present, Arabic simply sets this subject against the thing it is likened to.
