كَالسَّكْرَانِ — like the drunk person. Here 'ka-' is fused on as 'like', the prefix that turns the noun into a comparison: like the drunk one. The 'like' element governs the noun, whose 'the' marks the drunkard as a known type, and the pair forms the predicate of the verbless sentence.
