The angry person is like the drunk person, not accountable for what he says.
يُؤَاخَذُ — is held accountable. This verb is in the passive: the angry man is not the one calling to account, he is the one not called to account. Arabic marks the passive by the internal vowel pattern rather than a helper word, flipping who acts and who receives.
