ظَنًّا أَنَّ الْمُذَنَّبَ يَحْتَجُّ بِالْقَدْرِ
They supposed that the sinner would appeal to the divine decree.
يَحْتَجُّ — he would appeal. A present-tense verb with its 'he' subject inside, 'appeals, argues', the predicate of the reported clause. It takes its object through the following preposition, 'appeals with/to'. The plain present frames it as the expected, hypothetical behavior.
