ظَنًّا أَنَّ الْمُذَنَّبَ يَحْتَجُّ بِالْقَدْرِ
They supposed that the sinner would appeal to the divine decree.
الْمُذَنَّبَ — the sinner. The al- makes this 'the sinner' specific, the topic of the 'that' clause, in the accusative as gripped by the particle before it. It names the subject the supposed belief is about, the one expected to appeal to the decree.
