ويكفي إيصالُ الترابِ إلى الوجهِ واليدينِ بأيِّ وسيلةٍ ممكنةٍ؛ باليدِ أو بخرقةٍ أو خشبةٍ
It is sufficient to apply the dust to the face and hands by any means possible, whether by hand, cloth, or wood.
إِيصَالُ — to apply. An action-noun, 'the causing-to-reach / delivering,' the subject of 'suffices' (the -u). It heads an 'of' pair with 'the dust': delivering the dust [to the limbs] is what is enough — the manner does not matter.

It is not required to apply dust to the roots of the fine hairs, but it should reach the apparent part of the beard.
إِيصَالُ — to apply. The action-noun 'the delivering,' subject of 'is required' (the -u), heading an 'of' pair with 'the dust.' Reaching the dust to a certain spot is the thing NOT demanded — that spot named next.
