And He decreed a lifespan and an appointed time for the demise of its inhabitants,
وَمِيقَاتًا — and an appointed time. The 'and' joins a second object, keeping it in the same accusative as the lifespan, since coordination carries the case along. So this noun stands level with the lifespan as the other thing decreed, an appointed deadline for the dwellers' end.
