وكتب لفناء ساكنيها عمرًا مقدرًا وميقاتا،
And He decreed a lifespan and an appointed time for the demise of its inhabitants,
سَاكِنِيهَا — of its inhabitants. The owning half of 'the perishing of its dwellers', in the genitive because it completes the possessive pairing, and carrying an attached 'its' that points back to the earth. So the suffix tracks the owner, and the ending and order carry the 'of' with no separate word.
