الْفَنَاءِ — of annihilation. A verbal noun 'passing-away / self-effacement', the owner completing 'the slaying-ground of annihilation', genitive, definite. The mystic's self-extinction, toward which longing leads.

لِفَنَاءِ — for the demise. The 'for' prefix is a preposition forcing the genitive, and the noun it governs heads a possessive pairing, 'for the perishing of its dwellers'. So it both marks the purpose of the decree and opens the 'of' link completed by the next word.
