فَإِذَا هُمْ بِنِيرَانٍ كَأَنَّهَا نِيرَانَ عَرَفَةِ،
Then they were among fires, as if they were the fires of Arafah.
عَرَفَةِ — Arafah. A place-name acting as the owner half of 'the fires of Arafah'. As the second, owned noun of that 'X of Y' pairing it sits in the genitive; the two nouns are simply placed side by side, with the genitive ending doing the work of English 'of'.
