So what about someone who arranges them on the spot?
يَنْتَظِمُهَا — arranges them. A present-tense verb 'arranges' with a feminine plural 'them' object suffixed on the end, pointing back to the verses. The 'he' subject is built into the verb. It describes the very feat the rhetorical question marvels at, putting the verses in order.
