يَنْبَغِيَ أَلَّا يَقْصُرَ الإِنسَانُ فِي رِعَايَةِ حَقِّهِ
One should not be negligent in safeguarding his right.
يَقْصُرَ — be negligent. A present-tense verb pushed into its subjunctive shape — note the plain -a ending — by the 'that...not' particle just before it. That mood marks the falling-short as the thing being warned against, an aim viewed rather than a fact reported. Arabic signals this by changing the verb's final vowel, not by adding a helper word.
