One should not be negligent in safeguarding his right.
رِعَايَةِ — protection of. An action-noun (a noun naming the act of protecting) that heads a possessive chain: 'protecting of ...'. It is the object of 'in' before it and the owned head before its owner, so it drops its own 'the' and takes definiteness from the following word. It links the duty to exactly whose right is meant.
