يَنْبَغِيَ أَلَّا يَقْصُرَ الإِنسَانُ فِي رِعَايَةِ حَقِّهِ
One should not be negligent in safeguarding his right.
الإِنسَانُ — the person. Carries al- ('the') but is meant generically — 'the human being' standing for anyone. It is the doer of the verb just before it; Arabic often places the verb first and names its subject afterward, which is the order here. The article makes the type definite while the sense stays universal.
