وَيُوَالِي أَوْلِيَاءَهُ الْمُؤْمِنِينَ الْمُتَّقِينَ وََيُعَادِي أَعْدَاءَهُ
He befriends his allies, the believers and the God-fearing, and he is hostile to his enemies.
وَيُوَالِي — and befriends. The connecting 'and' fused to a present-tense verb 'befriends/allies with'. The 'and' links this clause to the surrounding narration, and the verb carries its own 'he' subject describing an ongoing habit.
