وَيُوَالِي أَوْلِيَاءَهُ الْمُؤْمِنِينَ الْمُتَّقِينَ وََيُعَادِي أَعْدَاءَهُ
He befriends his allies, the believers and the God-fearing, and he is hostile to his enemies.
الْمُتَّقِينَ — the God-fearing. An adjective 'the God-fearing' describing the believers, following them and copying their definiteness and plural form. The matching marks tie this quality to the believers rather than to anything else.
