وَجُهِّلَ الإِنْسَانُ بِحُقُوقِ الْمُنْعِمِ مِنْ أَخْسِ صِفَاتِهِ،
A person's ignorance of the rights of the benefactor is among his most despicable traits.
الْمُنْعِمِ — the benefactor. This is an active participle, 'the one who bestows favor', carrying al-, and it is the owner half of an 'rights of...' pairing, so it sits in the genitive. Arabic builds 'the rights of the benefactor' by setting the two nouns side by side, the genitive ending marking the 'of'. So it names whose rights are being ignored.
