وَجُهِّلَ الإِنْسَانُ بِحُقُوقِ الْمُنْعِمِ مِنْ أَخْسِ صِفَاتِهِ،
A person's ignorance of the rights of the benefactor is among his most despicable traits.
بِحُقُوقِ — concerning the rights of. The bi- here means 'of / concerning', marking what the ignorance is about, and it fuses with a noun carrying al- 'the'. The preposition forces that noun into the genitive form. So it names the topic of the ignorance: the benefactor's rights.
