وَانْظُرْ إِلَى مَرَارَةِ الْحَسْرَاتِ عَلَى التَفْرِيطِ،
And consider the bitterness of regret over neglect.
مَرَارَةِ — bitterness. A noun ('bitterness') in the genitive because the preposition 'to' governs it, and the head of an 'of' pairing with the next word. As the first half it gives up its own 'the' and draws definiteness from 'regret', which it owns.
