وَانْظُرْ إِلَى مَرَارَةِ الْحَسْرَاتِ عَلَى التَفْرِيطِ،

وَانْظُرْ — and consider. The connector wa- ('and') fused to a command verb ('consider/look'). The wa- ties this instruction to the previous one, and the verb is an imperative aimed at a single 'you', telling the reader to direct attention as the following preposition specifies.
