Judgments are based on the preservation of five essential values: religion, life, intellect, lineage, and wealth.
تُبْنَى — are built. A passive verb, 'are built / based,' doer unnamed — the focus is on the rulings, not who frames them. Feminine to agree with its subject 'the rulings,' a non-human plural treated as feminine singular. The vowels inside carry the passive.
