Judgments are based on the preservation of five essential values: religion, life, intellect, lineage, and wealth.
حِفْظِ — the preservation. An action-noun, 'the preserving,' in the -i form after 'on,' heading an 'of' pair with 'five.' The rulings rest on guarding five things — listed below.

Preservation occurs on three levels: necessities that life cannot go on without,
وَحِفْظُهَا — and its preservation. An action-noun, 'and the preserving of them,' with 'them' for the five foundations — the subject. Joined by 'and,' it opens a new point: that preserving happens on three levels, as the rest lays out.

and it applies to the preservation of the Book and the Sunnah.
حِفْظِ — preservation. Genitive after the preposition, this is a verbal noun ('safeguarding') that also heads a possessive: 'the preservation OF the Book'. So it carries two roles — object of 'onto' and owner of the noun to come. Verbal nouns like this turn the act of preserving into a thing.
