وَإِذَا هَمَمْتَ بِصَدَقَةٍ فَبَادِرْ إِلَيْهَا
And if you intend to give charity, hasten to do it.
بِصَدَقَةٍ — with charity. The preposition bi- 'with/toward' fused to the noun 'charity', the thing intended. The verb of intending governs its goal through this bi-, so the preposition links 'intend' to its object. The noun is left indefinite and carries the genitive after bi-.
