Praise be to Allah, who chooses whom He wills and elects.
يَخْتَارُ — he chooses. A present-tense verb with the doer 'He' built into its prefix, so no separate pronoun is needed. The present form casts the choosing as a continual, characteristic act rather than a one-time event.
