الحمد لله الذي يختار من يشاء ويجتبي،
Praise be to Allah, who chooses whom He wills and elects.
وَيَجْتَبِي — and he elects. This is wa- joined to a present-tense verb whose doer 'He' is inside the form. The coordinating wa- ties this second divine act to the first, presenting choosing and electing as a matched pair carried by the same subject.
