ومثل هذا لا يقرره الرب ولا يستدل عليه وينبه على منكريه
And such a thing the Lord would not establish, nor use as evidence, nor call attention to those who deny it.
يَسْتَدِلُّ — used as evidence. This is a present-tense verb in the pattern that means seeking or deriving something for oneself, here drawing a proof. It carries its own hidden 'he' subject, still the Lord from before, and the negation from earlier in the sentence reaches forward to cover it too.

يَسْتَدِلُّ — uses evidence. This present-tense verb means deriving a proof, in the self-seeking pattern, with its 'he' subject built in. Coming right after the 'only' particle, it is the action being restricted, so the sense is that He bases evidence on this and nothing else.
