قَالَ أَمَّا إِنَّكَ قَادِمٌ،
He said, "As for you, you are coming."
قَادِمٌ — coming. This is a doer-noun (an active participle) meaning 'one who is coming/arriving', used here as the predicate completing 'you are ___'. Unlike a finite verb it describes a state rather than narrating an act, and it takes the nominative ending as the predicate.
