وَلَمْ يَقُمْ بِمَا أَمَرَّ اللَّهُ بِهِ مِنَ الْحَقِيقَةِ الدِّينِيَّةِ
And he did not fulfill what God commanded regarding the religious reality.
أَمَرَّ — he commanded. A past-tense verb 'commanded' inside the relative clause, telling what was commanded. Its subject is the divine name that comes right after, and the whole clause defines the 'what' before it.
