ثُمَّ رَأَيْتُ النَّاسَ يَتَفَاوَتُونَ فِي ذَلِكَ،
Then I saw people differ about that.
يَتَفَاوَتُونَ — they differ with one another. This is a present-tense verb with a plural 'they' built into its ending, and its mutual-action shape means the differing is among themselves. It describes the people as the seen state: 'differing with one another'.
