أَوْ مَا يُقَدَّرُ عَلَى النَّاسِ مِنْ ذَلِكَ بَلْ مِنَ الْكُفْرِ
Or what is decreed upon the people from that, but rather from disbelief.
الْكُفْرِ — the disbelief. The al- makes this 'the disbelief' a defined category, and governed by the 'from' before it, it sits in the genitive. It names the gravest item, the corrective endpoint the 'rather' was building toward, capping the escalation of decreed things.
