قل متاع الدنيا قليل والآخرة خير لمن اتقى
Say: The enjoyment of this world is little, and the hereafter is better for those who fear Allah.
مَتَاعُ — the enjoyment. This noun ('enjoyment / fleeting goods') heads a possessive — 'the enjoyment OF this world'. It is the nominative subject of a verbless sentence. As construct head it drops its own 'the' and leans on the owner to come.

That is the enjoyment of worldly life.
مَتَاعُ — is the enjoyment. This noun is the predicate of the summing-up sentence, identifying what 'that' is, and it heads a possessive pairing, 'the enjoyment of...'. Being the front of that pairing, it stays bare of 'the' and draws its definiteness from the owner named next.
