وَإِنْ كَانَ وَلَا بُدَّ، فَعَلَى سَبِيلِ الإِجْتِيَازِ،
And if it must be, then as an expedient.
الإِجْتِيَازِ — the expedient. This definite noun completes the 'by way of' phrase, naming the expedient or passing-through. It sits in the genitive as the owner in that pairing. The whole expression downgrades the act to a grudging, temporary measure rather than a true welcome.
