يُطْفِئُهُ — extinguishes it. Present 'puts it out, extinguishes it', with 'it' attached pointing back to the light. With the noun 'light' indefinite, this whole verb works as 'which... extinguishes it'; its subject 'the noise' comes next.

أَطْفَأَ — have extinguished. A past-tense verb whose doer is 'your light', stated after it in the usual verb-first order. Its singular form agrees with that single following subject, and the past tense presents the extinguishing as an accomplished fact.
