الاسمُ المُجرَّدُ شرارةٌ بلا نار؛ أمّا الجملةُ المشروعة فنورٌ يسري
A mere name is a spark without fire; but a prescribed sentence is a light that spreads.
فَنُورٌ — thus light. 'is a light' — 'fa' answers the 'amma' topic and 'nur' is the predicate, nominative indefinite. The 'fa' is required to tie the verdict back to the fronted 'as for the sentence'.

بِنُورٍ — with light. 'with a light' — 'bi' of accompaniment plus an indefinite genitive. It names what you travel by: the light the dhikr provides.
