A narrator lies in his narration and fabricates falsehoods,
وَيَخْتَلِقُ — and he fabricates. This is the bound wa- 'and' plus a present-tense verb, 'and he invents', coordinating a second action of the narrator. The wa- joins it on equal footing to the prior verb, and the doer is carried inside the verb's form.
