فَرَأَيْتُهُمْ فِي عُقُوبَاتٍ لَا يَحِسُّونَ بِهَا،
So I saw them in punishments that they did not feel.
يَحِسُّونَ — feel. A present-tense verb in the 'they' (masculine plural) shape, its subject baked into the ending so no separate word is needed. Under the negation, it describes the people's continuing inability to perceive their own punishment, framed as habitual rather than a single moment.
