It is incumbent upon a sensible person to make preparations for his departure.
لِرَحِيلِهِ — for his departure. The li- prefix is a preposition of purpose ('for'), putting its noun into the genitive and marking the goal the provisions serve. The noun carries -hi ('his'), so the phrase names the person's own departure as the journey the preparations are made for.
