Just as thieves are highwaymen who block Muslims' access to the ways of the world.
لِطُرُقِ — for the ways. The 'li-' here links the 'blockers' to what they block ('of / to the ways'), assigning the roads as the thing whose access is cut. It governs the following noun in the genitive ending and ties the cutting to its target.
