تَأْمُرُ بِهِ حَتَّى يَسْأَلَ مِنْ عِنْدَهَا
She instructs him about it until he asks from her.
عِنْدَهَا — at her. This is a location word meaning 'at, beside, in the keeping of', with the attached '-ha' (her), giving 'at her place / from her'. It governs that pronoun and, after the 'from' preposition, marks the side the asking is aimed at. The '-ha' points to the mother as the one he turns to.
