And his master played dice, gambling on it
يُقَامِرُ — he is gambling. Present-tense verb 'yuqamir' = 'he gambles'; subject 'he' is built in.

And his master would play dice, gambling against him.
يُقَامِرُ — would gamble. A present-tense verb continuing the habitual scene under the same past 'kana'. It runs alongside 'plays' as a second repeated action, describing how the playing was done. Arabic can stack such present verbs in a past frame to paint an ongoing, customary picture without restating 'used to' each time.
