فَإِذَا كَانَتْ عِنْدَ أَحَدِهِمْ هَدِيَّةٌ يُرِيدُ أَنْ يُهْدِيَهَا،
So when one of them had a gift that he wanted to give,
يُهْدِيَهَا — give it. A verb of giving-as-a-gift with the 'it' object built onto its end, sitting in the goal-form because the 'to' particle before it governs it. That ending marks the giving as the intended aim, and the attached pronoun names the gift as what would be given.
