لا ينقصه من ملكه ما وهب وآتى،
His kingdom is not diminished by what He grants and gives,
وَهَبَ — He grants. A past-tense verb meaning 'granted / bestowed', with its 'he' subject built in and pointing back to Allah. It opens the relative clause describing 'what', so it tells you the kind of thing the 'that which' covers, namely what God gives.
