ومبتدعا فاضلا محققا بارعا عند طوائف من عقلاء الفضلاء،
And an innovator, a virtuous, established, and proficient one in the view of groups from among the wise and the noble.
طَوَائِفَ — groups. This noun, groups, is in the genitive after the viewpoint preposition, and heads a partitive phrase with the next preposition. It shows a bare ending without nunation because it belongs to a non-nunating noun-class, an effect of its form, not its case.
