نَزَلَتْ عَلَيْهِمْ نُزُولَ الضَّيْفِ عَلَى أَقْوَامٍ لِئَامٍ،
A visitation came upon them, the arrival of the guest among mean-spirited people.
أَقْوَامٍ — groups of people. An indefinite plural noun, 'groups of people', and the object the preposition governs, hence its genitive ending. Being indefinite, it leaves the groups general and unnamed. It also acts as the noun that the following adjective will describe.
