حَتَّى يُسَلِّمُهُ إِلَى الْفَضَائِحِ الَّتِي يَتَعَجَّلُهَا
until he hands him over to the scandals he rushes into
يُسَلِّمُهُ — he hands him over. This is a Form-II present verb (an intensive 'hand fully over') carrying an attached object '-him' at its end. Standing after 'until', it names the endpoint, the surrender of the fool. Its subject 'he' is built in, pointing to the devil.
