حَتَّى يُسَلِّمُهُ إِلَى الْفَضَائِحِ الَّتِي يَتَعَجَّلُهَا
until he hands him over to the scandals he rushes into
يَتَعَجَّلُهَا — he hastens them. This is a reflexive-pattern present verb meaning 'rushes into/hastens', carrying an attached object '-them' at its end. The '-them' points back to the scandals named before. So one word says 'he rushes into them', closing the relative clause.
