الَّتِي فِيهَا إِبْنُ صَيَّادٍ وَهُوَ يَخْتِلُ

يَخْتِلُ — was strutting. A present-tense verb carrying its 'he' subject inside the form. Sitting after the 'while he' opener, it supplies the ongoing action of that side-description, picturing what the person was doing at the same time as the main event.
