الَّذِي أَرْسَلَ بِهِ رُسُلَهُ، وَأَنْزَلَ بِهِ كُتُبَهُ،
by which He sent His messengers and revealed His books.
رُسُلَهُ — his messengers. A broken plural ('messengers'), where the singular is reshaped internally rather than just adding a tail, with an attached -hu ('his') marking them as God's. As the object of the sending verb it takes the accusative ending. The -hu tracks the divine sender.
